Cecil B. Lucy was named Interim President of Chicago State University in September of 2016. Lucy brings a wealth of experience as a Certified Public Accountant, Attorney at Law, and with an Executive MBA degree with an emphasis on leadership. As previous interim Chief Financial Officer of CSU, Lucy led and spearheaded the charge toward resolution of several financial challenges by working in a bipartisan manner with legislators, faculty, staff and students. Pragmatic in his educational and financial promise, Lucy has remained diligent and unwavering in his tireless efforts of full redemption of Chicago State University and was recently additionally awarded more than $3 million from The Illinois Higher Education board.
Before joining CSU, Lucy was Vice President of Business and Fiscal Affairs/Chief Financial Officer at Tuskegee University (TU) in Tuskegee, Alabama. In that capacity, Lucy provided strategic council and insight to the President. He also planned, organized, led and controlled departments of the controller/accounting, treasury, cash management, budgeting, planning, procurement, grant accounting, administration, endowment investment management, insurance and risk management functions.
As a subject matter expert and leader in his field, Lucy worked with senior management teams to implement a staff and faculty reorganization to achieve efficient and effective delivery of student focused programs and services at TU. Under Lucy’s leadership he was able to benchmark best practices at Tuskegee to highly improve organizational and staff performance.
At TU, Lucy, also served as an adjunct Professor of Accounting, and became instrumental in student success. Other teaching experience include online teaching assignments in graduate level auditing, personal corporate taxation, advanced topics in accounting and small business insurance and risk management.
With over 20 of experience in the corporate business world, Lucy has worked with not-for-profit and for profit corporations and is intrinsically valuable in either environment. As Vice President of Finance and Legal and Chief Financial Officer of National Black MBA Association, Lucy’s trajectory resulted in cost saving for the organization in the millions of dollars in areas of external lawyers for intellectual, employment, litigation, and contract legal issues. Lucy implemented a new state-of-the-art accounting software package which polarized the company’s view of accounting. At Landmark Incentives, Lucy used his expertise to conduct a forensic audit of financial information which saved the shareholders over $8 million dollars.
Lucy has also lent his skills to the Citizenship Education Fund, Inc. as Vice President for Finance and Chief Financial Officer, Ada S. McKinley Community Services, Inc. as Director of Financial Services and Chief Financial Officer, Williams and Williams, LLC and Stanley L. Hill and Associates, P.C. as a Certified Public Accountant and Management Consultant, and a Legal Intern and Attorney and Counselor at Law. Lucy has served in other roles including Senior Financial Administrator, senior auditor and corporate auditor, for Sears, Roebuck and Company and senior auditor for PricewaterhouseCoopers. Lucy has conducted bench trials before the Circuit Court of Cook County, Illinois as well as managed budgets up to $2 billion while maintaining tight fiscal responsibility.
Recognizing the educational challenges of the 21st century, Lucy has emerged at CSU as an advocate and leader of the University’s mission. Interim President Lucy is an educational, financial, and legal visionary well respected for his knowledge and experience.
Lucy received his Juris Doctor Degree, Executive Masters of Business Administration Degree, and Bachelor of Science Degree in Accountancy from the University of Illinois at Urbana-Champaign. He is a native of Chicago, married and has two sons.
