The Office of Telecommunications provides users with gotowebinar to create a webinar for up to 500 participants.  Our users use it for online training.  Departments requiring this service can purchase a renewable annual license by contacting us at tims@csu.edu.  ITD does NOT facilitate a webinar, i.e., scheduling, sending notifications, or provide the connection.
